The 2025–2026 Wage Increase Guide explains how Pennsylvania’s historic investment in participant-directed home care translates into higher maximum wage rates for caregivers — with raises retroactive to January 1, 2026.

It walks workers through exactly how to secure their increase and back pay, outlining different steps for Tempus/CHC workers (who must submit a Rate Change Form by the deadline to receive retroactive pay) and PPL Act 150/OBRA workers (whose increases are automatic unless a consumer opts out).

The guide also shows where to find and submit required forms, how to calculate the new maximum wage rate, and where to get union support.

❋ What did we win?

The newly passed 2025–26 Pennsylvania state budget includes the full $21 million investment in participant-directed home care. This is the largest investment in the participant-directed homecare in state history and will unlock millions more in federal funds to support our workers. 

❋ When will it begin?

Your consumer will need to take action quickly to ensure new rates will be retroactive to Jan. 1, 2026, meaning every hour you work in 2026 will be at the higher rate. Be sure to complete your membership card above to receive your step-by-step guide and union support.

❋ How did we win?

We met with lawmakers, rallied in the Capitol, shared our stories, and refused to back down until we were respected. We have been fighting arm in arm for nearly a decade. We are stronger TOGETHER.

❋ How will it impact you?

Your participant will be able to increase your wages to a NEW Maximum Wage Rate. New rates will vary by participant and region, but we anticipate that every caregiver will see at least a $1/hr increase. The average caregiver working 40 hours a week will receive approximately a $3,000 raise this year!
